My name is John (Jay) Torry. I was appointed Public Works Director in July of 2005. Although I am new to the position, I have been a member of the Village of Cahokia Board of Trustee District # 3 since 1999 with a strong working knowledge of the City, Commodore of Cahokia E.S.D.A. Underwater Search & Recovery Unit since 1985, and a life long resident of the village.

As leader of the Public Works Department, I’ll take our mission very seriously. Our mission statement reads:

“The Public Works Department will effectively and efficiently develop, manage and operate the physical infrastructure that is the foundation of the City’s health, safety and welfare while enhancing the quality of life in our community.”

What we do for you is provide you with basics of life. For example, we keep the systems running that bring water to your home, allow you to flush your toilets, and enable you to drive around the City.

Our mission also includes planning and developing infrastructure improvements that will benefit us and those who will come after us. These are exciting times for the City and the Public Works Department. We are working on several projects and initiatives and success of these projects will ensure that Village of Cahokia remains a leader for providing its citizens and businesses with what they need to not only survive, but to thrive and prosper.
